Career
As Assistant Secretary (ret.), Werner Frank served from 2018 to 2022 as the Commissioner and Head of the Staff for Strategic Armament Affairs at the Federal Ministry of Defence (BMVg). In this role, he advised the top leadership on strategic armament issues, international cooperation, and defense industrial strategies. Furthermore, he was responsible for the strategic framework of export control policy, risk management, and the strategic guidance of transformation processes within the defense sector.
Since joining the Ministry of Defence in 1999, he has held various positions in European and transatlantic armament policy. Among other roles, he served in the Ministry’s Planning Staff from 2006 to 2009, focusing on armament and logistics, and from 2009 onwards, he headed the division for Economy, Industry, Market, and Export Affairs.
Prior to his ministerial career, Werner Frank spent over twenty years in signals and electronic intelligence within the Bundeswehr and the Military Intelligence Service.
Education
Werner Frank holds a Master’s degree in Economics (Diplom-Volkswirt) from the University of Bayreuth (Bavaria) and a Bachelor’s degree in Administrative Sciences (Diplom-Verwaltungswirt).

He is a passionate enthusiast of (model) railways and astrophysics.
